Type of a scam Online Purchase

So I saw an ad for a promotional deal that this company was doing. Pretty much you get “free” leggings and all you do is pay shipping. On their website it states 3-7 business days to ship. I waited till the very last day and my order hadn’t shipped so I contacted them via email. They had stated due to the amount of orders that they had, it was going to take longer. I waited another week and noticed that my order still hadn’t shipped. I contacted them once more via email. Their response was the same exact message that I had received before. When I had initially ordered these leggings, the website had a timer and it had stated on the website that you had only a certain amount of time to order or you would have to pay full price. I looked today and the timer is still going (mind you, there were 12 hrs left on it over 2 weeks ago). I also noticed that they had the same exact pictures of a different pair of leggings that I had ordered off of a previous website. I contacted them for a refund and they have not responded.
