Type of a scam Online Purchase

I was attempting to get an online electronic travel authorization (eta) for family members through a government website, unfortunately, I was redirected to another page that appeared like a continuation of the government pngage. I entered information on the application page through a 5 step process. On the payment page, after entering the credit card information and clicking next, instead of a summary of the amount, taxes and total, there was a "payment Successful" page with the worlds "please note your application number. You will be asked it for follow-up or any claim". When I checked the email that followed, it said "your application for eta has been approved…." nothing about how much was collected until I checked my credit card, only to find out that instead of the $7 approved for the application they had collected 122.46 each for the family members (so that instead of $14 a $244.92 was taken a difference of $230.92). I immediately called my credit card company to dispute the charges. I called the Government website and they claimed it was not them. on further investigation, I got a phone number for the company World Visa Ltd that owned the pngage and they claimed it was not them. I found their email address and reached out, they claimed they did not have me in their database, until I sent them overwhelming evidence of the transaction, especially the "application number". They then changed tune and started giving me information after the fact of what they do. I informed them that it would not have been a problem if "Potential applicants are given the opportunity to freely accept or decline their services…anything less is a scam and fraud". I insisted on a refund and their response was that I send them my passport details. I informed them that they already have all the information they require to do the refund (application number). I was not going to give them additional information for them to further scam me. There was a back and forth with them doctoring documents from their pngage to appear like there was info about their charges. Long story short, they refused to make the refund. I gave them a final demand notice for the refund insisting that the transaction was a fraud that they perpetrated since I would not of a sound mind pay $244.92 for an application that cost $14. When they failed to comply, I reported them to the Anti-fraud Department of the Government website, the Canadian Anti-fraud Center, Better Business Bureau, so that they can take action. Called my credit card company to dispute the overcharges since it was based on fraud and they had not provided me with their term and conditions. The Police will be informed and I am making this report so that everyone would take caution to avert being defrauded by scam artists such as etavisascanada.com.
