Type of a scam Online Purchase

I ordered a wedding dress Jan 19 2018, the order was cancelled by wish or wecan and I was refunded ( strange) I then reordered the dress Jan 21 2018,I received the dress, and it had black marks on 3 different spots of the white dress,so then I returned it by mail with the return label provided by wecan, I mailed it February 22nd, and to this day April 18,I have not received confirmation of the store receiving the dress. And I have NOT received my refund , I’m getting the run around. That was my first time using wish. And it’s a terrible experience. I just want my money back.
