Type of a scam Government Grant

I received a call from a guy saying I qualify for a one time no pay back grant for 10,000 dollars . Everything sound good till he said I could give my account# or get it through Wal-Mart MONEY Gram but I would need 250.00 dollars to activate the account. That when I said don’t have it because I never heard of paying for Government Grant he said it 110%refundable before you leave the store. I said don’t have the money I’m on disability maybe Friday. He said his name was James Lawrence.
