Type of a scam Phishing

I have spent the last day and a half with my home phone off the hook as I have had a non stop battery of calls from "Private Caller" Please help me! They are screaming horrible things at me when I answer. I answered yesterday and yelled (after no less than 20 calls in one afternoon) "What do you want" the female voice on the other end said "I WANT YOU!!!!" I finally put my phone back on the hook this evening and within 2 minutes my phone rang again. Private caller! I answered and learned I had won a $ 9000.00 grant from the Federal Govt.!!! I asked the man to give me their phone # and address. Then I asked him to please please please quit calling my phone #! He said "I WILL NOT STOP CALLING" over and over and over again! What can I do???? I just have to leave my phone off the hook from now on? What do I do????
