Type of a scam Home Improvement

Home improvement contractor took a down payment for work, failed to provide notice of right to cancel and stated that the company has insurance but couldn’t provide proof (certificate). Contractor promised to start the work 14 times in 4 weeks, but didn’t do the work and kept the down payment for falsely stated "expenses" such as travel costs and lodging without providing evidence of money spent on the job. Scammer knows authorities will tell the victim that this is considered a civil matter. Small claims court will award a judgment, but the burden of collecting and paying court costs is on the victim. Contractor doesn’t have a job, so wages can’t be garnished and victim is out the money.
