Type of a scam Counterfeit Product

I was in contact with a supposed dog breeder located in silver springs Maryland. We talked back and forth via email and phone for about 2 days. I discussed adopting two Chihuahua puppies from him, we settled on a price at 250 a piece plus a 150 shipping fee as he lives about 7 hours from me. He sent the contract via email and all of the paperwork for the dogs, and i sent him the 650 through Western Union this morning. The puppets were then to be shipped through another fraudelent business called United Pet Carriers (http://unitedpetcarriers.us/contact.html) Finally, the carrier service called and stated that they would need an additional 860 in pet insurance that would be returned upon the delivery of the dogs. At this point I knew I had been scammed. I went back and forth with them before I decided to call the dog breeder back and request the money back and cancel the adoption. He was completely fine with giving the money back, but then hung up and has not returned or answered any of my calls. The last conversation I had with him, you can hear in the background plenty of voices on the phone with other people just like me, taking their money.
