Type of a scam Healthcare/Medicaid/Medicare

I researched for individual healthcare online and got a list of insurance I decided to not sign up for. I decided to go direct to a large insurance company so this group got my cell phone online when I initially filled out basic info.

They keep calling 2-5 times a day. I finally told them 3 days ago to remove me from their calling list. But today I received 2 more calls. So I reached back out to the same number and each time a different person picks up. Dialed them 20 consecutive times and made 20 different requests to never ever call me again – i think they get the message now. We’ll see if that works. Not sure what they are accomplishing by calling the same person who does not need their services and will never ever sign up for it. They claim to be from "The Health Center" which is a lie because that business is owned by a dispensary company and unrelated to insurance sales.

Each time, they are calling with a slightly different last two digits.
