Type of a scam Debt Collections

Received letter from the ADR Group stating that after "several unsuccessful attempts" that they decide to write the debt off the books and report it as an "uncollectable" debt to the IRS through a 1099-C filing. This is the first time I received any information on it, the original creditor (HSBC) is a company that converted to another company (Capital One) in which I have good credit standing, and there’s no mention of debt in my credit reports. The letter has a street address and a suite number, but when I went to Google it, it’s a post office. I looked up the address in the United States Postal Service site.
