Type of a scam Online Purchase

I ordered an item in November, a sports shirt as a gift, it did not arrive and I have yet to get a refund, this company says they are in the USA, but any tracking was international, they also overcharged my card on the purchase, I have gone rounds with them trying to get a refund, they continuously said once I got the package we could discuss that. The info below is extra info from my email. Very frustrating, out $43 now, do not order from this company!

The name shows on the statement is shorebrand.com
