Type of a scam Phishing

I closed my account in November of 2019 they picked up our containers and all was good. July 3rd 2030 I get a bill with not only a bill but a past due notice. I call them to see why I am getting a bill later closing my account about 8 months previously. The first lady tells me that someone opened an account under my name on April 1st 2020. So I ask her how is this possible do you not verify with a social security number or anything to prove who is opening the account. She tells me no that they some verify with anything. I ask if they record all calls because I would like to get to the bottom and know who opened an account under my name. I ask to be transfered to a manager. I get another lady who again I ask how someone could open an account in my name with them. She then tells me a whole different thing. She said that they contacted with the city of Apache Junction in April and the city gave them my information and so they opened an account under my name because they contacted with them. How is this possible? Again i get that they joined but that does not give them a right to automatically open an account under someones name. Should they not have tried to contact me first or perhaps see about a new owner since she said herself they could see when I closed my account. I have a big problem with this.
