Type of a scam Debt Collections

I was contacted by phone from Primary Payments Corp. in May of 2015 stating "they are a debt collector for a third party and were offering a settlement". Paying $250.00 would start the process towards the settlement. My friend used her credit card around May 20, 2015 and made a payment of $250.00 to the company. Recently I issued another payment of $300.00 to the company, but I am now in the process to try and stop the transaction of $300.00. On November 15, 2015 I tried to call the number 888-508-6637 and the message states "the number you are trying to reach is no longer in service".

Please contact me to discuss this company and what I should do next, and if my friend can recoup her $250.00. Thank you.
