Type of a scam Online Purchase

I ordered a jersey from this website on February 10, 2018. I was told that shipping was free and it would be 5 to 10 business days for delivery. It is now February 21, 2018 and the only thing the order reflects on their website is payment accepted. They have not returned any of my emails of concern about this order. The last email I recieved from them was on February 11, 2018. This company is apparently set overseas by the way the payment transaction was completed. It said I was paying an extra fee due to exchange rate which was not reflected on the website before I placed the order. The total was $164.99 and I have asked them to cancel the order.
