Type of a scam Healthcare/Medicaid/Medicare

Received a phone call on my cell phone from an unidentified number, it went to voice mail after I did not answer my cell phone. When I listened to the message it said, "If you do not need an insurance policy press 9 now". There wasn’t any company identified or any name given from whom the call came.
