Type of a scam Online Purchase

I originally purchase 3 paintings from this company on April 24th, 2020. I received a shipping notification on May 4th, 2020. I received another updated shipping notification on May 18th, 2020. However, as of July 18th, 2020 I had no received a single item that was purchase and I had reached out to the company via email on June 17th,2020 and July 1st, 2020 with no response at all. I emailed on July 18th, 2020 demanding a refund. I was told my items had shipped and I could not get a refund until after they were delivered. I could then send then items back. However, they provided no update on shipping or when the items would arrive. I replied and asked those questions and got no response. On July 26th, 2020 I received an email saying my paintings were delivered. They were not! When I reached out to the company they told me to check my mailbox…they were not there. Now they are saying I will not get a refund until a postal investigation is done and that could take 1-2 months!!! Their website says you get your items in 10-25 business days with what is going on with COVID right now. However, the entire site is a scam. They only post 3 customer reviews that show 3 stars from 2018 and refuse to post negative feedback or reviews that are given to their site. I’ve posted 2 and they will not load them into the reivew area.
