Type of a scam Online Purchase

My father ordered a toy truck for my son’s birthday on overhalfsale.com on April 30th, 2020. He then received a confirmation email shortly after with his order number (#67164) and a tracking number (LB133228368SG) attached to it. The tracking number shows that it will arrive from June 20th – June 24th 2020. But the date keeps changing. When you call the toll free number on the bottom of the website it goes straight to an automated voicemail that says "Due to Covid-19 our phone system is currently down" and when you email them, the reply email back says "your package will be arriving shortly". Which we know now is a lie.
