Type of a scam Online Purchase

Olly oaks is a business selling baby moccasins online through Instagram and Big Cartel. She uses pay pal to complete transactions. I had placed two orders, the first order was set to ship 5 weeks after it was placed. After 10 weeks and still no order I was finally able to receive a refund. During my waiting period of the first order I had placed a second, ready to ship order that was scheduled to ship 2-5 days after. It has now been 20. When I inquired about my order she was unprofessional, rude and would not give me an honest answer. She has done this with hundreds of orders. I am not the first one. Whenever I email I do not get a response, she claims she never receives the emails and deletes any comments on her page so that other customers do not see them. She told me she had the wrong address, I confirmed with pay pal that my address was correct. Proceeded to send me a tracking number and told me they were shipped. However it’s been in "pre shipment" for 4 days now.

I had already opened a dispute through pay pal and it is not going anywhere. I just want an honest answer of where my product is, tracking information that is correct, or a refund. She should not be doing this to so many people. She continues to have sales yet complains about being weeks and weeks behind on previous orders. Someone needs to step in to help other people from being scammed as I was.
