Type of a scam Online Purchase

At time of placing online order for birth certificate it was not clear I was dealing with a third-party. I was charged $124 and paid for with a Walmart card. Later I was told I needed to pay an additional $50 for the actual birth certificate to be delivered by the issuing company. My request for a refund was denied and was told if I persisted in seeking a refund the matter would result in court action.
