Type of a scam Utility

This agency calls me 4 times a day with different numbers all over the U.S. and Canada. I have blocked over 50 phone numbers, but they keep calling and harassing me with these robo calls. I went through the whole call once and then hung up. A rep called me back an asked me why I hung up. I told him that This was a scam. The rep told me that I would see what kind of a scam I would see when I get my next electric bill! He also told me to [censored] off. They still continue to harass me every day.
