Type of a scam Online Purchase

The scammer is selling shoes online via Instagram and prefers to be DM’s regarding orders at 786.471.2708. $300.00 worth of shoes were purchased and no items were ever shipped and/or received. The seller had me authorize this amount via PayPal. The purchase was made mid June 2019. As of 7/9/19, the seller claims that his previous account was hacked and someone else took the money. The seller encouraged us to place another order and he would give us half off. No thanks! I have completed a fraud report with my bank.
