Type of a scam Phishing

Citizen informed BBB that she received a yellow post card from an unknown individual which states "Third Notice". Citizen notes she never received a first or second notice. It goes on to say "he" needed to speak with her immediately regarding her property and it was urgent. It states that the individual has recorded a message regarding her property and asked that she dial (480) 485-9166 to hear the message but no one would answer. At the end of the post card he states he would prefer for her to keep it private.

When calling the number, the recording stated he was interested in buying her property, it was never for sale.
