Type of a scam Government Grant

I received a phone call stating I had won a grant of $9000.00 wouldn’t have to pay back. and I could use it on anything. They said I would need to register with Federal Reserve Bank and get a ID #. Then they told me that I would need to pay $250.00 to receive it but it would be returned to me so I would be getting $9250.00 in total. They told me to call them when I went to get money gram at the # 718-619-4275 ex.249 and speak to Jason Davis. The call first came from #315-320-6300 and spoke to a woman named Della. who told me she was patching me through to this Davis person. and that if I got disconnected to call the 718 # anyways they have called me back repeatedly which I have not answered. I did a search on scams and this one did come up so please be careful
