Type of a scam Debt Collections

I recieved a call from this numbed stating that they were an arbitration services calling about a debt from 2011. They wouldn’t give me any information about themselves and said i could Google them if i had any questions. I requsted they validate the debt since i belived it was false and they threatened to send the local police with a court summons and that they were going to garnish my wages. I requested a supervisor and they hung up. I called back to get info on ips and they refused to give me any information stating it was not public record and they didn’t have to give it to me. They did offer to accept a payment of $400 on the phone to close the account (of which im not allowed to know the number) which i refused. Also the "company" who hired them doesn’t exist or isn’t registered with the BBB.
