Type of a scam Online Purchase

I was looking to buy a medical device Fluke Impulse 7000DP analyzer. I found it on MedWow.com website and contacted the seller. The seller Ed Clark provided the price of $1,100 including shipping to USA. He wanted me to pay using Money Gram or Western Union but I refused to use this method. Then he agreed to accept payment using PayPal and I paid him using PayPal. Soon after I paid him, Mr Clark requested additional $450 extra for the Customs Certificate of Registration which I paid also. After I paid this additional fee, he requested me to pay $300 additional fee for the Certificate of Purchase adding that I need to pay additional $400 for the Certificate of Exporting. These additional fees did not feet my budget and I decided to cancel shipping and request money return for my purchase. The shipping company requested $300 cancellation fee which I paid to Mr Clark to send them. Now the shipping company adds $400 fee for Cancellation Certificate. Here is the message from the shipping company:

Dear Customer,

We are pleased to receive your email.

There is another document Edward Clark suppose to provide for us but he refused to bring it as he told us they are demanding a fee before the release the document for him. kindly contact him and find out they situation as we normally do not cancel orders on our system. we will press charges on his company for breach of contract.

Please help me to get my parcel that I paid almost double for or I just would like to know why these companies do not provide the hidden fees and keep adding them in the process when the customer has no choice as to pay for those endless certificates.
