Type of a scam Debt Collections

I received a phone call from a 301 number. I missed the call and five minutes later I called the number back. They immediately knew me by name and only had the last 4 digits of my social. The representative a man proceeded to tell me about a $200 loan I took out back in 2011. The loan had accumulated over $2000 dollars but he would accept $1000 or a lump sum of $700. They sent me a Right signature docusign to sign and send back. I did so only because I thought it was a legitimate company. After I did some research on the internet I found some other people was experiencing the same type of calls for large sums of money. Please help these calls and emails stop. I am a single parent would can not afford to be taken advantage of just because people are too lazy to get out there to earn a living on their own. I would greatly appreciated any help. You can give me to resolve this matter and make these type of frauds artist, pay for the stress and worry that they cause people.
