I am a college counselor. My student, a 19-year-old male from the Federated States of Micronesia, has lived in Hawaii for a few years now. The student thought he previously registered but needed to provide confirmation of Selective Service Registration to our campus for financial aid purposes. When he googled "selective service registration," the first site that popped up was Federal Selective Service (FSS). He clicked the "verification confirmation" and proceeded to provide personally identifiable information to FSS until the site asked for $12.00 payment. It was at this point he visited with me to ask if he had to pay. I told him he shouldn’t have to pay for verification and he was probably visiting a non-government site. Fortunately, he did not make payment to FSS. However, he did share PII and now is worried about what FSS will do with that info. For example, will his email account be spammed by this company and their "third-party affiliates?"

BBB, I know it is almost impossible to try and "make the Internet safe," but is their a way to make these sites (businesses that use symbolism and imagery that mimic official government websites) state in obvious LARGE print on their homepage that they are a business and NOT an official U.S. government website? At the least, these kinds of sites should be required to state that what the visitor is requesting can be accessed for FREE from the official U.S. government website?
