Type of a scam Phishing

I receive a call from the above noted number at minimum 2 times per day.

When I answer, I hear a "blip" noise, similar to the Skype ping.

The "person" speaking says their name is Emma Peterson and they ask me how I’m doing. If I say nothing, they hang up. If I make any kind of noise, they acknowledge that I had a response and then tell me that with mortgage rates at an all time low, I may qualify to save a bunch of money. They then ask me "Are you the homeowner?" To which I’ve never replied yes because I am certain this is the "can you hear me" scam. If I make any other noise than saying "yes", they ask me one more time if I’m the homeowner and if I again say no, they ask me if they can speak to the homeowner. If I say no, they hang up.

Also, if you try to call back, you get the same "person" on the line with background noise imitating a call center and go through the whole script again.
