Type of a scam Online Purchase

I’d been looking for a pair of Vans shoes – leopard print slip ons – that were sold out and unavailable from the Vans website. After searching online, I found them listed on the website cowboyupautollc.com. I ordered them February 12, 2019. After ordering them, I received an e-mail stating they’d received my order and my bank account was charged for the purchase ($63.69) and an international fee ($1.91) on February 13, 2019. I never received another e-mail with tracking information. The website does not have a direct e-mail address or phone number listed on the contact page, there’s only a form to submit. I inquired about tracking information on the contact form and they replied with an e-mail stating that my order had shipped with a link provided for tracking. Upon clicking the link, a page opens and it’s completely blank white with about 25 Chinese characters at the very top. I’ve contacted the website through that contact form several times requesting tracking information that actually works. They haven’t been willing to provide me with a working tracking number. I got a slip on my door one day from USPS that I had a package I needed to sign for. I went to the post office expecting the shoes, the girl retrieved a tiny box. When I opened it, there was an awful fake pair of electric blue Ray Ban sunglasses inside. I’ve been submitting multiple contact forms explaining what’s happened and complaining about their poor customer service. I’m convinced I’ll never get the shoes. I just want a refund.
