Type of a scam Online Purchase

I purchased 10 cartons of cigarettes from this website and used an e-check for payment of $540.00 on Dec. 7, 2018. The cigarettes were supposed to be delivered within 2 weeks. Despite numerous contact via email, I still have not received the cigarettes. They are telling me they can’t find the package and they are out of the brand I purchased. They sent USPS tracking numbers, EE008973183IL , EE008258728IL , which looked official, however, one number cannot be identified now. I originally had the shipping address as my home in Mississippi, but when the cigarettes did not arrive I contacted them to change the address to my new home in New York. I have all of my emails and tracking numbers which I would like to submit to you. I also want to know how to report this to the federal authorities. One contact claimed to be a customer representative – David Branyof, [email protected] and the other is Jimmy Williams who took my order, first online and then on the phone. His phone number is 305-602-4456 and his email is [email protected]
