Type of a scam Credit Cards

I did not follow through with the suspected credit card service he offered. He called to say I was paying a big finance percentage on my credit card and he could lower it to 6% interest. He said I qualified for this offer because I pay on time and I pay more that the minimum payment. I told him I was uncomfortable talking to him and sharing any information with him. He assured me he was from credit card services and there was no third party involved. He asked me which card I wanted to change the finance charge on. He also wanted me to say the account numbers on the face of my card and give the expiration date. I asked why does he not know these things yet if he is associated with my credit card. He said if I give him the number on the card and he brings up the bill associated with my card and tell me the last transactions I had and the balance on my card, it would assure me that no one can bring these things up without passwords or pin numbers. I told him I am following my gut and hanging up. I hung up.
