Type of a scam Online Purchase

This Instagram site shows cute pet products and advertises that they will be shipped within 24 hours. At the beginning of May I placed an order to be shipped to me as a gift for my mom for Mother’s Day. I was immediately charged for the purchase price plus shipping and handling. I received a confirmation email that my order was placed but it said I would be notified when the product was shipping. A week went by and I still never received notification. When I emailed them to inquire, they responded a couple days later saying they were having manufacturing issues. I asked them to just cancel my order. A couple days later he responded and said it was being shipped. FROM CHINA. I put my tracking number in to track the package and it says my order does not exist. I have asked now 3 times to be refunded for this item and they will not respond nor will they refund my order. I called them out as being a scam and they had no response to that, either.
