Type of a scam Online Purchase

I saw an ad to purchase a magnetic phone case and made purchase on August 9th. I opted to purchase the VIP shipping (3-7 days) for additional fee. By August 15th I emailed the customer service that I had yet to receive product or shipping/tracking info. I got an automatic response to expect a reply within a business day. On August 19th I emailed them again and they said they had already emailed me and to check my SPAM. (They had not replied). Then, on August 21st, they replied to the email from the 19th with the following response:

Hello friend

Thanks for your message and sorry for causing inconvenience to you.

We checked your tracking information, your parcel is in transit. Please wait about 7 days ,we think you can receive this package .Because we sent it from abroad ,the shipping time will be a little longer than usual ,this is normal. Please take a patience to wait your package.

If you have any other question, please feel free to contact with us.

Immediately I responded requesting my tracking information, then again on Aug 23rd and again on the 30tg with no reply to either.

On September 2nd I finally received an email with tracking information that my item had shipped from China.

It is now September 17th, I can no longer view any tracking, I have received no shipment updates, no replies to my efforts for tracking information from the company or a refund, and still no product.

I was really disappointed, considering this company used PayPal.
