Type of a scam Government Grant

Minni Sandoi phoned a friend of mine in Troy NY, a 2016 high school graduate and claimed my friend is

one of 1500 to receive an American Recovery and Re-investment Act of 2009 grant (available until 2019) in the amount of $7000 granted to each of 1500 people selected on their merits through a survey. When asked (by me) she offered the AR&RAct and ScamPulse.com as places to verify their offer, agreeing I had a right to be skeptical. This woman was very patient to answer all questions thoroughly, and to repeat what I could not hear well. Process: (we recognized it as not a governmental way of doing business): Purchase an I-tune card at a local branch of one of the national pharmacies Walgreen,Rite-Aid and CVS (not Walmart) for $200. Call Minni from the parking lot at the above phone number and request Station #101 to let her help us through the process; scratch the number on back of card and give to Minni who will indicate the bank name to be used to pick up the $7000. The I-phone purchase of $200 would be refunded by the bank along with presenting the $7000 grant,in cash. I see by googling that this scam has been active in East Texas, so letting the ScamPulse.com know it has hit NY State. Here are further particulars:

Phone number for scammer Minni Sandoi was given and we used: 305-447-7363, Miami FL.
