Type of a scam Advance Fee Loan

Some guy named Shannon phoned and said I was approved for an unsecured loan worth $10000-$20000. He informed me that I was turned down the first time but he tried again and got me approved through a private lender Mr.Peters for a loan amount of $15000. All I had to do was send him $700 for insurance to secure my loan at 19.9% interest rate or $1500 for insurance to secure my loan at 4% interest. I told him I didn’t have the money and he tried to pressure me. But I told him I was looking for start up money for a home based business and I do not have those kinds of funds available to me right now. He wanted me to call someone I know to borrow the monies as the loan would be in my bank account within an hour or they would send a cheque via registered mail. I asked for the information to be sent to me via email. I have not received any email. I tried calling the number back that was on my caller ID and the phone rang through to a voice mail that is not activated.
