Type of a scam Phishing

On 1/23/2019 my home phone number was calling itself. I answered it and there was a click. it happened 2 more times-I let it go to answering machine machine it hung up. I called Spectrum my phone service, they said it was a scammer trying to gemy phone number. I should call the FCC. Tried doing that unfortunately they are closed due to the government shut down. Can’t even leave complaints on the web site. I then contacted the BB. They told me to go to www.bbb.org/scamtracker/us/reportscam and make a report. They will monitor the scam and forward it onto the FCC when they reopen. The ScamPulse.com said not to answer the phone when it rings let it got to voicemail, answering machine, etc. If you answer the phone it shows it being an active phone number.
