Type of a scam Online Purchase

This company was advertising shoes on facebook. I decided to order two pairs of shoes. The money was immediately taken from my credit card, however, I never received the shoes. The company will not reply to email. I searched and found a phone number they used on another advertising, but no one answers the phone you just get a voice mail. When I reported the ad to facebook they come back under a new name. My credit card company did reimburse my money, but they still continue on facebook under a new name.
