Type of a scam Online Purchase

I ordered shoes off of their website back in March. They took the payment right away and sent me an email stating that once the shoes were ready to ship I would receive a tracking number. After 30 days I emailed asking for a tracking number. They kept emailing back and forth with me each time saying that my order was coming be patient. After several emails I eventually asked for a refund, which they said they could not provide. They gave me another link to go to stating that I could choose new shoes for the same price and they would send them. When I clicked the link it says the website is broken.
