Type of a scam Online Purchase

An ad on Facebook for a free t-shirt, just pay shipping. I ordered a shirt and the total agreed upon was $9.99, after it processed my credit card, it gave me a receipt for $12.99. I immediately contacted by email to let them know I only agreed to $9.99. They responded saying they would issue a refund for $3.00. Two months later and they never issued the refund or sent the shirt to me. I disputed the charge through my credit card and they sent me an email with exact wording as two months earlier that a refund was issued for $12.99, telling me to stop the dispute with my credit card company because it could delay the refund. I let them know I will do no such thing until the refund is deposited and cleared in my account. This company is fraudulent; they don’t actually ship purchases and tack on money after processing your credit card which you didn’t approve. They have canned messages regarding processing refunds in hopes people will forget about it (I almost did) so they can cash in on "easy money." Total scam. I tried to notify Facebook, but that’s nearly impossible as I can’t send an actual email regarding the situation.
