Type of a scam Home Improvement

Came through as a licensed concrete worker via Home Advisir. Answered affirmative on phone to being licensed, insured, Came in- person and showed work license and gave his own address and phone. Answered to phone. Ruined patio with blotchy cement pour, ending in slope bringing water into home, ruining patio French door. Refuses to rectify. Initially promised to come. Then had truck issues, then claimed to be in Florida and finally asked us to basically go to hell! We are stuck with a mess by this scammer!
