Type of a scam Phishing

I posted my car on Craigslist. A person identified himself as Jeff texted me his interest in the car. Inquired about the condition etc. Then offered to drive down to my place but insisted on VCO report first. I offered him Carfax report but he sent me a link to vincheckouts.com insisting that it’s more reliable than Carfax. I had to pay $25 to get the report which he wanted emailed. After he got the email, he didn’t text me back. Next morning I got a text from a different phone number saying it’s Jeff and he broke his phone and he is texting from his wife’s phone. He asked for the VIN report again. Upon reminding that I already emailed him the report, he said he will text me back after getting off from work. It’s a clear case of online scam and the website www.vincheckouts.com is involved in this scam as they take your money through PayPal only.
