Type of a scam Phishing

This person called my mother and said they will arrest her if she disconnects. He called himself Peter Kalt ID# IRM10037, Case # CP 10173TA. Claiming the social security number was used to purchase narcotics (12lbs of cocaine specifically) and if it isn’t resolved threatened to arrest my mother and put her in jail for 8 years, with $89,000 fine. They said they would freeze all her accounts and take all the money. She called me to tell me about this and I told her these were all lies. So I finally convinced her to hang up, but they called her again using the Cranston Police Dept phone number saying they are sending police. I told my mom to hang up but she was having a panic attack and I was very concerned about her health. I had to rush to drive over to her to convince her that these people are scammers. And that no one has come after that threat. It was a very stressful situation. I wish my parents would change their phone numbers because of one scam where she lost money there are continuous calls since then. I keep telling her to screen her calls and let it go to voicemail.
