Type of a scam Sweepstakes/Lottery/Prizes

I was contacted by Roy Williams of American Sweepstakes also known as USA Direct Sweepstakes stating that they had sent me several mailings that I had won second place in the sweepstakes and won 1.2 Million. I was told that I needed to contact Jack Burke of the Federal Storage Facility and pay 1% of the prize or $5000 as the only thing holding up my receiving the money was signing a declaration and the $5000. I told Burke that I could not pay that & he said maybe I can get that lowered for you. When he was speaking there was a echo on the call and when I asked about it, he told me he was in the warehouse. I asked him if he was the storage facility and he had this package, how would he know what was in it. I told him that I could pick up the winnings myself in Milwaukee and he then said he was located in Washington DC. I called the 312 number and a women with an accent answered and said Williams was out to lunch & he would call me back. They called back an hour later and said they would only accept a Cashier’s check or Money order made out to Federal Storage Facility. I asked why not a credit card and they said that I would then be giving personal information. I said that I was not interested & they said that I would be receiving a bill for $2500 and if I didn’t pay it, it would go into collections.
