Type of a scam Government Grant

A friend saw on Facebook a website stating that they could get money for their bills in the form of a grant called the United board grant from a man named Anthony collins. A picture was attached of a man in a military uniform with the flag behind him. They sent her 100 dollar bills wrapped together by rubber bands sent by FedEx to her door. It just seemed really shady to me so if you could please check this out it would be greatly appreciated.
