I also fell victim to Nguyen Duy Toan in the amount of $42.90 paid through Paypal. I had a gut feeling immediately that something was wrong as soon as I pushed the submit button. I received no confirmation email, invoice – nothing – however my bank account got debited nearly immediately with a withdrawal. As I work in a bank, I should have known better…the website looked legit and the named Nguyen Duy Toan did not appear anywhere until you hit the submit button to confirm your purchase. I have opened a case twice with Paypal and both times have been denied because they say the funds have been credit to my bank account. I don’t know whose account got credited but it wasn’t mind. I’m in the process of writing a letter now to the compliant dept. I use Paypal a lot and I hate to see this happen with them – they, too, are getting scammed.

I have the same experience with this guy Nguyen Duy Toan. I ordered Purell sanitizer on March 10. Before placing my order, I checked where it’s from and it says from Florida so I placed my order. After receiving a receipt from PayPal I already got the feeling that I was scammed because it was paid to this Nguyen’s and no company’s name on it. I was still hoping it was a legit transaction so I waited since all on line orders are delayed. I received a notice from PayPal on April 16 that it was already shipped. After a week I didn’t receive it yet so I tracked the number and was already delivered to USPS address near my place. I called the UPS and I was told that they don’t any package for me yet maybe tomorrow, so I told them that they already have it a week ago. I then was told to call the 1800 # which I did. The guy asked my delivery address and I was told that that’s not the address that the seller wrote and they are not allowed to tell what address it was delivered to. And that the proper procedure was to contact the seller which I already did by email because there was no tel #. I didn’t get a response yet so i reported to PAY Pal. I hope that this will be resolved and this guy be reported if he already fooled a lot of people.

Similarly to all of the other complaints, I ordered hand sanitizer on March 12th from www.ulartshopmart.com because of COVID-19 affecting New Orleans. I used PayPal to complete my transactions to "Nguyen Duy Toan" (user name: NGUYENDUYTO) and, after not receiving an email confirmation right away, had the foresight to screenshot my transaction receipts.

I filed a claim with PayPal on March 27th because I had received no communication nor the products. On April 11th, the Seller entered a tracking number that stated it was delivered to my City & Zip code. But of course, I never received a package. After HOURS of back and forth with customer service reps, I finally received confirmation that the tracking number that was provided by the Seller was not addressed to my home address.

The item was shipped from Fort Worth, TX, United States on April 6, 2020 at 6:25 P.M. Note: this does not match the business address of South Lake Tahoe, CA 96150.

Unfortunately with PayPal, the burden of proof is on the Buyer to prove that the item was never delivered and UPS will not give out information to anyone other than the Shipper. My Cases are pending with PayPal.

I have yet to resolve this case, but for those of you who have experienced this internet fraud, be sure to report it to www.ic3.gov (internet fraud).

This Seller deserves to be caught for taking advantage of the COVID-19 pandemic.
