Type of a scam COVID-19

I purchased two masks on 2/28/20 and have yet to receive them. I was given a fake tracking number to a non legitimate tracking website and for awhile received updates on the progress of the order. I even received emails saying that all of the orders received from February/March were fulfilled when they obviously were not. It appears that the scammers would like to keep the appearance that they are filling orders to keep people calm and complacent. I asked for a refund because it has been over three months and the package had yet to be shipped from the manufacturer. I was told that they would not offer a refund because if they refunded MY order, they would have to refund everyone else’s order which is suspect. The scammers have kept responding that this is not a scam and they would not be able to create a fake tracking number so that is evidence of their legitimacy.
