Type of a scam Home Improvement

On April 30th I posted on Facebook Garage Sale site that I needed my lower deck screened in. Both decks power washed and stained. Chicken wire and lattice was to go around the bottom of my deck as well. Put a hole in the deck for the drain and fix a staircase that had some issues. Tear down a fence that I share with a neighbor and have a fence built on all four sides of my house.

Todd *** *** reached out to give me a free quote. May 5th he stopped by and he sent me a quote. After going back and forth and negotiating we agreed on 4800 for all work to be completed within 10 days of signing the contract. This work was to include all labor and materials. I agree to the contract without signing but sent him an email that I agree to terms in the contract.

The contract was to be 1600 to secure the date. 1600 at the end of the first day of work and 1600 on the completion of the work.

He told me will begin on June 1st and he came on June 1st and I gave him another 1600. He power washed the deck and told me he would come back to stain because it had to dry. I asked him to bring the lumber for the fence and leave it in the yard. He showed up with wood on his truck for the fence but when I got home I noticed he took the wood home with him and did not leave there as promised. Since we share a fence with my neighbors we told him to start the fence on Monday as well because they were having a party on Sunday night.

Monday June 3rd he did not show up and said his wife had surgery and he will be there at 9 am. June 4th he did not show. June 5th he texted me and said it looked like rain and his tools can’t get wet and he cannot stain. June 6th – he did not show up at all after he promised he would. It was 80 degrees and sunny all day. He ignored all texts from me.

I googled his name and saw he was featured on Channel 7 news for fraudulent home repairs. I contacted PayPal and marked his transactions as fraud. PayPal still has the money and it is pending. He texted me from his mobile (which he never did before) and said he dropped his phone and didn’t have my address because he couldn’t get to his messenger.

TJ called me back and said he got a notification that PayPal is taking the money back and he will not be returning. I told him he can get a check written to him because at this point. The first 1600 was to secure the date. The second payment was for the 1st day of work so I realized he was not in the wrong yet and I agreed if he came today and worked all day I would give him the money back that PayPal was returning.

My mother and I were at my home in Elgin. He talked to both of us and assured us it was all a misunderstanding and that he was going to get the fence up TODAY on June 6th. He showed up to my home with another worker- I saw wood on the truck and stain for the deck. I observed them start tearing the deck down and he began to stain my deck. I wrote them two checks for 1600 at that point and went back to work – He said they were going to Home Depot to pick up the fence wood and they will begin to erect it that day. He cashed the checks and never came back. He texted me and said he would be back tomorrow to finish everything. I came home to observe the deck was stained but he did NONE of our railings. I texted him and he assured me it would all be done by Tuesday the LATEST. The fence will be up and the deck will be done.

He texted me the next day and said he was trying to find wood and was going to two different locations to get it. He never showed that entire day. I texted him and he said he would be there bright and early on Saturday because he had all the supplies. He never showed. I texted him Sunday, Monday and Tuesday of the week ending June 14th and he still has not showed up to even start the job or drop off supplies.

I did some digging and found out he has done this before. He was arrested for Home Repair fraud and has many judgements against him. He was even featured on the news.

On June 16th he said he was arrested on warrants and used my money for bail. He would need to take on another job and he would be able to work on mine when he got money from other clients. I told him now. He promised to refund me everything except 1k and then did not do so. I am taking him to court.

He has 4 other judgements against him for the same thing. The link below is when he was on the news.
