Type of a scam Employment

I was contacted by the so-called Head of Personnel Management. He called himself Mike Donovan. I was told I had the job after I was asked to answer a few interview

questions via my personal email. I was contacted by Mike the next day saying my application was successful. When I never filled an application out for him. He begins to tell me I will need to start immediately.He then gives a list of equipment I will need that will come out of my sign on bonus. I forgot to mention the job pays "$47" hourly. Anyway, the equipment sounds pretty expensive. Please see the list below;

* Microsoft Office and Microsoft Operating Systems (Service Pack 2)

* Kasper sky Internet Security application installed on the Laptop

* A cell phone on which you would conduct only my business
