Type of a scam Debt Collections

My fiancé received a phone call saying that he had a phone bill from 2009 and they had apparently just sent then Bill to collections in 2015 when like I stated before happened in 2009 they wanted his debit card and they wanted 35 dollars a day in payment arrangements however they had told him they’ve been trying to contact him and they haven’t we haven’t received anything at the last address we lived at nor the new one and we have gotten no phone calls. They never bothered him over in Illinois before we moved to Iowa and now all of a sudden we get random calls for this situation.
