Type of a scam Debt Collections

Tom Walker, State Location Division, called my cell and left a message to call 888-673-5029. He said there had been "complaints" filed against me with the county and if I did not respond within 48 hours he would "file and serve" the documents. The 888 number was a person named Jack Foley, in Arbitration. I did not leave a message when I called that number. Tom Walker left the same message on my home phone, as well as contacting my former mother in law in another state with the same message (a woman I haven’t seen in 30 years). On her phone, caller ID displayed a California government name, bogus.
