Type of a scam Debt Collections

I keep getting a threatening phone call from a "Veronica Stewart & Veronica Jones" threatening me with legal charges, if I don’t pay a debt, that I don’t owe. 11 years ago, I built my home, and when doing so, I had one old phone bill from, 8 years before, for $27, that had been unpaid. I literally stepped out of the bank,. and paid it over the phone. For 15 years, I’ve had every bill direct withdrew from my check before it’s direct deposited. I literally re-ran my credit, earlier today, just to make sure I had nothing outstanding against me. Of course I was correct in my prior assumptions. I contacted this person today, from my workplace, and since I work for the state of NC, it shows up on caller ID as "state of North Carolina" she became much nicer, and even somewhat apologetic. When I asked this person about their business, and what it actually is, she wouldn’t tell me, and it appears this is either a scam, or a fake business. The person in question, has a lynkedin account, but that’s all I can locate on the person. Thanks for your time in this matter.
